To assign users to a plan:

A Spiff user role with these permissions turned on.

In Designer, click Plan Assignments at the bottom of the plan, and then click Assign Users. Or select a plan from the Plans tab and click Assign Users.
Select the users you want to add to the plan.
Click Assign Users.
