The sharing setting for operating hours is set to Private, by default. To access the
operating hours, change the default sharing setting.

From Setup, in the Quick Find box, enter Sharing Settings, and then
select Sharing Settings.

Under Organization-Wide Defaults, click Edit.

For Operating Hours, change the default internal access from Private to Public
Read Only or Public Read/Write, depending on your
requirements.

Save your changes.
