Before you can see a list of duplicate record sets on the Contact Merge page, you'll need to:

Create Matching Rules to tell Salesforce how to look for duplicates.

Create Duplicate Rules to tell Salesforce what to do when it finds duplicates as they're created, or

Run a Duplicate Job to find existing duplicates.
