To enable learners to submit their degree plans for advisor review, you can add an approval process to the Intelligent Degree Planner.

Set up an approval process in the CRM, and then add the Submit for Approval button to the Intelligent Degree Planner. See Classic Approval Processes and Let Users Submit for Approval.
