Give your users the permission to send list email.

| To add system permissions to a permission set: | Manage Profiles and Permission Sets |
- From Setup, enter Permission Sets in the Quick Find box, and select Permission Sets.
- Click one of the standard permission sets.
- Scroll to the Systems section and click System Permissions.
- On the System Permissions page, click Edit.
- Select Allow sending of List Emails , and click Save.
