To make sure that your partner portal users can connect their external calendars, assign them the required permission set and add them to a configuration.

- From Setup, enter Permission Sets in the Quick Find. Then, select Permission Sets.
- Click the PartnerEACUser permission set.
- Click Manage Assignments and assign the permission set to users.
