An Account Engagement admin can set security limits on a per-user
basis to limit the number of prospects that a user can import, export, or send a list email
to.

Account Engagement Administrator role

Open the user record that you want to work with.

Click Edit user.

Scroll to Security Limits, and select the limits that you want to set. The minimum
value is 1, and there’s no maximum.
Repeat this process for each user that you want to limit.
