Note Action Plans is available in Lightning Experience and included in Salesforce Government Cloud with Lightning Scheduler, Agentforce Financial Services, Health Cloud, Education Cloud, Public Sector Solutions, and Consumer Goods Cloud. For Agentforce Financial Services, Action Plans is included with both FSC Sales and FSC Service permission sets. So, no need to assign the Action Plans permission set separately for users with those licenses.
