For the managed package runtime, the Author property in templates, layouts, and cards specify the user organization that created the record.

Vlocity delivers prebuilt templates, layouts, and cards, which have an
Author value of Vlocity.
Although you can't alter these components, as an administrator, you can clone, rename, and
version them. See Cards

You may, however, edit templates, layouts, and cards if your org name is its Author. A child object such as a card in a layout or zone inherits its author from its parent.
