Important As part of the app creation process, Google requires an app package name during app registration. Make sure you use the exact Store ID from the Mobile Publisher Setup steps when creating the placeholder app.

Before you begin, make sure that you have a verified [Google Play developer account](https://play.google.com/console/signup) for an organization.

Note Mobile Publisher can’t submit your app for review until your organization is successfully verified by Google. Make sure to follow Google’s requirements for [verifying your organization](https://support.google.com/googleplay/android-developer/answer/12778236?hl=en&ref_topic=12828635&sjid=249990880255078677-NC#). If your app requires advertiser verification, see [Document requirements for advertiser verification](https://support.google.com/adspolicy/answer/9872280) in Google Play Console Help.

1. Log in to your Google Play Console with your Google Play Developer account.
2. Select **Create App**.
3. Enter the App Name, which must match the name entered in the Google Play Title field in the metadata form. Enter the Package Name with the Store Identifier from the Mobile Publisher setup steps. These names must be an exact match.![Fields in the Android setup, showing that the names must match.](https://sf-zdocs-cdn-prod.zoominsoftware.com/tdta-xcloud-branded_apps_exp_cloud-264-0-0-production-enus/cf85363c-215e-4784-bb6a-c5c83c4e7140/branded_apps_exp_cloud/images/android_name.png)
4. In the App or Game category, select **App**.
5. In the Free or Paid category, select **Free**.
6. Review and accept all the required Google Developer Declaration policies, and then select **Create App**.
7. After you create the placeholder app, accept the terms. Select **Test and Release** | **Testing** | **, and then select internal app sharing.**
8. If a Review Terms button is available, select and complete the acceptance of terms.
9. Click **Accept** to finish.
