1. From the App Launcher, find and select **Regulatory Codes**.
2. Click **New from Wizard**.
3. Enter a name, the subject, and a description.

For example, enter Academic Standing Hold as the name and Restrict student from course registration as the subject. Enter a description of the specific violation, if necessary.
4. Select a regulatory authority.

For example, select **Office of the Registrar**.
5. Select a value from the picklist that you defined for Regulatory Code as the type.

The Type value must match the Scope value of the regulation record that you created earlier for data preparation. See [Prepare the Data for Holds](https://help.salesforce.com/s/articleView?id=sfdo.ec_prepare_data_for_holds.htm&release=264.0.0&type=5 "Create records that populate the reasons, restrictions, and resolutions of your holds.").
6. Set the effective start and end dates and times.

Typically, the effective period is the academic year.
7. Click **Next**.
8. Select all the reason-restriction pairs that apply to this hold.

Make sure that regulation clauses are active during the hold’s effective period.
9. Click **Next**.
10. Select an action plan and assign it to the hold.

If you don’t require the students to act on this hold, select **No Actions Needed**. For example, the registrar’s office places a hold on a student because it’s waiting for an external organization to act, such as a transcript from an international institution.
11. If you want to remove this hold automatically when it expires, turn on Automatic Resolution.
12. Save your changes.

Review the description, reasons, restrictions, and resolution tasks in the Hold Summary tab.
