# Create a Policy Rule for Learning Requirements

Create a policy rule using an expression set in Business Rules Engine (BRE) that can be applied as a learning requirement for a course or program.

### Required Editions

Before you begin, make sure to complete these prerequisites:

- [Turn on Advanced Academic Operations](https://help.salesforce.com/s/articleView?id=sfdo.ec_enable_advanced_academic_operations.htm&language=en_US).
- [Turn on Context Service](https://help.salesforce.com/s/articleView?id=ind.context_service_turn_on_context_service.htm&language=en_US).

To create a policy rule:

1. From the App Launcher, find and select **Policy Rules**.
2. Click **New Policy Rule**.
3. Enter a name and an API name for the rule.
4. Select **Student Information System** as the usage type.
5. Select **Learning Rule** as the usage subtype.
6. Select **EduLearningRules** as the context definition.
7. Save your changes.
8. In Policy Rule Versions, select the version name.
9. Click **Open in Policy Rule Builder**.
10. Customize the rule to your requirement.
    
    Use the tools and components in BRE, such as expression sets, decision matrices, and decision tables, to apply advanced logic and automate complex decision-making.
11. Save your changes.
12. Activate the rule version.
