Give mobile workers access to Data Capture flows in the Field Service mobile app. Create a permission set that adds the Data Capture permissions, and then assign it to your mobile workers.

Your mobile workers need the Lightning SDK for Field Service Mobile permission to access the mobile app. See [Move to Lightning Data Service for Field Service Mobile](https://help.salesforce.com/s/articleView?id=service.mfs_lightning_data_service.htm&type=5&language=en_US).

Mobile workers are assigned to a mobile worker permission set. To use Data Capture, create an additional permission set for the Data Capture permissions. For regulatory inspections, this permission set also needs access to the assessment and regulatory objects. See [Set Up Regulatory Compliance and Automated Violations](https://help.salesforce.com/s/articleView?id=service.wfs_df_data_capture_regulatory_compliance_setup.htm&release=264.0.0&type=5 "Create the regulatory codes your inspections check against, define the compliance statuses that represent a failure, and associate codes with questions. Inspections then generate Regulatory Code Violation records automatically.").

1. From Setup, in the Quick Find box, enter Users, and then select **Permission Sets**.
2. Create a permission set without assigning a license.
3. Add object permissions to the permission set.

To launch and submit forms, mobile workers need Read access to the Assessment Question and Assessment Question Version objects, and Create access to the Assessment and Assessment Question Response objects.
4. Authorize mobile workers to prime subflows for offline work.
    1. From System, select **System Permissions**.
    2. Under System, select **View Setup and Configuration**.
    3. Save your changes.
5. Authorize mobile workers to run flows.
    1. From Apps, select **App Permissions**.
    2. Find and select the **Run Flows** permission.
    3. Save your changes.
6. Click **Manage Assignments**, and assign the permission set to your mobile workers.
