Determine whether an IT service flow integration consumes MuleSoft automation credits by checking the flow type and the applicable user’s unmetered usage license. All MuleSoft for flow connectors are eligible, so you don’t need to select connectors from an allowlist.

The table shows whose unmetered usage license is checked for each eligible flow type.
| Flow type | Execution Context | User Who Needs Unmetered Usage Permissions | Metering Type |
|---|---|---|---|
| Screen flow | User | User who runs the flow | Unmetered |
| Record-triggered flow | User | User who runs the flow | Unmetered |
| Autolaunched flow | User | User who runs the flow | Unmetered |
| On-demand flow | User | User who runs the flow | Unmetered |
| External system-triggered flow | User | User who activated the flow | Unmetered |
For a user-context flow, the user who runs it needs the applicable unmetered usage license. For an external system-triggered flow, no logged-in user runs the flow, so the user who activated it needs that license instead.
The license depends on the user’s product and role:
- A fulfiller who runs a fulfillment or approval flow needs Unmetered Base AI Usage for Service Desk.
- An employee who runs an intake flow needs Unmetered AI Usage for Employees.
- A user on the AI Agents for IT Teams license needs Unmetered Advanced AI Usage for Service Desk to keep eligible MuleSoft automation usage unmetered.
A flow execution that doesn’t meet the applicable license or execution-context conditions, or uses a flow type not listed here, can consume MuleSoft automation credits. Unmetered MuleSoft automation usage is separate from any flex credit unmetering that applies to AI agents for IT teams.
