You can now migrate SMS channels metadata from a sandbox org to a production org using metadata APIs and the tools that you're comfortable with.
Where: This change applies to Messaging for WhatsApp, Facebook Messenger, Apple Messages for Business, SMS, and LINE. View supported editions.
Why: When you move the metadata from the sandbox to production, the channel is deactivated in sandbox and activated in production, and vice versa.
