The CommerceTax namespace has enhancements that eliminate rounding errors during the calculation of total tax for an invoice.

## Changed Method in Existing Class

Capture taxes at the invoice header level

Use the new `isHeaderTaxRequested` property in the `CalculateTaxRequest` class.
