# Create a Connected App for the Tooling API

Create a new connected app for the User Access and Permissions Assistant.

Important Connected apps creation is restricted as of Spring ‘26. You can continue to use existing connected apps during and after Spring ‘26. However, we recommend using [external client apps](https://help.salesforce.com/s/articleView?id=xcloud.external_client_apps.htm&language=en_US) instead. If you must continue creating connected apps, contact Salesforce Support.

1. From Setup, enter External Client Apps in the Quick Find box, then select **Settings** in the External Client App section.
2. Click **New Connected App**.
3. Complete the required fields for Connected App.
4. Select **Enable OAuth Settings**.
    1. For Callback URL, temporarily enter https://login.salesforce.com. You change this URL in a later task.
    2. For Selected OAuth Scopes, add: Full access (full) and Perform requests at any time (refresh\_token, offline\_access).
5. Save your changes.
6. Click **Manage Consumer Details**.
