Work with your Salesforce administrator to make sure that they have these user permissions.
User Permissions Needed
To create and manage a campaign:

Marketing Cloud Manager permission set

OR

View Flows AND Create or Edit Flows app permissions AND permissions to all elements in the flow
To create and edit flows:

Marketing Cloud Manager permission set

OR

View Flows AND Create or Edit Flows app permissions AND permissions to all elements in the flow

## Distributed Marketing Message Senders The Marketing Cloud Manager permission set gives users access to create and manage campaigns and flows, in addition to creating and sending distributed messages. While you can still assign the Marketing Cloud Manager permission set, most Distributed Marketing and Alerts senders don’t need its broad level of access if they only customize and send messages. Instead, you can restrict feature access by applying only the specific required permissions listed—either directly for a profile or through a custom permission set.
