# Emergency Callout Compliance and Auditing

Maintain auditable records of callout decisions to demonstrate compliance with labor union agreements and avoid grievances.

Utility companies operate under labor union agreements that define strict rules for how technicians are dispatched during emergencies. These agreements require that dispatchers contact eligible technicians in priority order based on seniority, pay grade, skill set, and availability. Failure to follow the prescribed callout sequence can result in union grievances and financial penalties, often requiring the utility to compensate a missed technician. Emergency Management records every callout decision, ranking, and response to provide a verifiable audit trail.

## Audit Trail Records in Emergency Callouts

Every callout action generates resource callout assignment records that capture who was considered, contacted, and in what order. The system persists these details for each eligible technician.

- The rank assigned to the resource, representing their position in the callout priority sequence within their pay grade group.
- The notification time when the callout alert was sent to the technician's mobile device.
- The response time and outcome (Accepted, Declined, Expired, or Skipped) for each technician.
- The pay grade level and service territory from which the resource was selected.

A resource callout assignment record exists for every eligible technician considered during the callout, whether a notification was ultimately sent. If sufficient staffing is achieved before reaching a lower-priority resource, the record shows that the resource was eligible but not contacted. This provides proof that higher-priority technicians weren't overlooked in the dispatch sequence.

## Configurable Rules for Union Agreement Compliance

Different labor unions require different callout logic. Some unions mandate seniority-based ordering, while others use equalization rotations, skill-based priority, or geographic proximity. Emergency Management supports configurable rulesets through the Business Rules Engine.

Administrators define expression sets with the Emergency Management usage type to encode union-specific eligibility and filtering criteria. These rules evaluate candidate resources and filter out technicians who don't meet these requirements.

- Overtime hour limits are defined in union contracts.
- Mandatory rest periods after consecutive shifts.
- Skill and certification requirements for the specific work type.
- Availability based on shift schedules and time-off records.

When the system applies these rules, resources that don't meet eligibility criteria are removed from the candidate list and logged with the specific reason for exclusion. This rule decision logging supports post-event audits by showing exactly why each technician was included or excluded from the callout roster.

## Notification Tracking and Response Expiration

After the ranked roster is generated, dispatchers initiate notifications to technicians through the Salesforce Field Service mobile app. Each notification attempt is tracked with a timestamp on the resource callout assignment record. If a technician doesn't respond within the configured time window, the flow marks the assignment as **Expired**. The dispatcher can then proceed to the next technician in the priority sequence.

This time-stamped notification and response tracking ensures that dispatchers can demonstrate they made a reasonable attempt to contact each eligible technician before moving down the roster. The complete notification history is available for union representatives and auditors to review.
