Assign a permission set to users to provide the users the required access to Business
Rules Engine objects.

From Setup, in the Quick Find box, enter Users, and then select
Users.

Under the Full Name column, select the name of the user.

Click .

To update the permission sets assigned to the user, move the set from the Available
Permission Sets list to the Enabled Permission Sets list.

Save your changes.
