User Permissions Needed
To configure registration for an Experience Cloud site: Create and Manage Experiences AND Customize Application

Create the taxpayer portal site before you configure registration. See Create the Taxpayer Portal Site. Set field-level security for Identification Number before users register. See Set Field-Level Security for Identification Number.

Experience Cloud supports self-registration, a custom registration page, registration with a screen flow, and registration with an authentication provider. An agency can also create the users in Salesforce, including with a bulk upload, or turn on a registration page so taxpayers register themselves.

Configure Self-Registration

Turn on self-registration so taxpayers can create their own portal login.

  1. From Setup, in the Quick Find box, enter Digital Experiences, and then select All Sites.
  2. Next to the taxpayer portal site, click Workspaces.
  3. Select Administration, and then select Login & Registration.
  4. Under Registration Page Configuration, select Allow customers and partners to self-register.
  5. Select the self-registration page type.
For page setup, profile assignment, and authentication providers, see Configure Your Self-Registration Page.
  6. Under Assign users to a profile and account, leave Account empty, and then save your changes.
Person accounts are enabled for Tax and Revenue. With Account empty, Salesforce creates a person account for each taxpayer who self-registers.

Store Tax Identity for Portal Users

Create the account, contact, and Identity Document records that connect a portal user to taxpayer data, and then assign community access.

Create these records for each portal user, whether the user self-registers or you create the user in bulk.

  1. Create an account and a contact for the portal user.
  2. Create an Identity Document record related to that account.
  3. Store the identification number and the identification type on the Identity Document record.
Identity Document maps to Party Identification. Identity resolution matches the portal user to agency tax data on the identification number.
  4. Assign the community permission set license and data space access. See Assign Permissions to Taxpayer Portal Users.
Assign the PublicSectorTaxRevenueCmtyPsl permission set license. Give Public Sector Tax and Revenue for Community Users access to the tax data space so data governance policies apply in Data 360.
