Before you assign permissions, create the taxpayer portal site. See [Create the Taxpayer Portal Site](https://help.salesforce.com/s/articleView?id=ind.aps_tr_configure_taxpayer_portal.htm&release=264.0.0&type=5 "Create an Experience Cloud site by using the Public Sector Tax and Revenue Portal template."). Also, create the Account, Contact, and Identity Document records for each user first. See [Register Taxpayer Portal Users](https://help.salesforce.com/s/articleView?id=ind.aps_tr_register_portal_users.htm&release=264.0.0&type=5 "Onboard taxpayers with a bulk upload or a registration page, and store each taxpayer's identification number and identification type on an Identity Document record.").

Each taxpayer portal user needs a permission set license and two permission sets to access the portal and interact with the Agentforce agent. Assign these permissions to users individually or through your org's user provisioning process.

1. From Setup, in the Quick Find box, enter Users, and then select **Users**.
2. Select a portal user.
3. In the Permission Set License Assignments section, click **Edit Assignments**.
4. Assign **PublicSectorTaxRevenueCmtyPsl**, and then click **Save**.
5. In the Permission Set Assignments section, click **Edit Assignments**.
6. Assign these permission sets, and then click **Save**.
    - **Prompt Template User**. Required for AI-powered features in the portal.
    - **Public Sector Tax and Revenue for Community Users**. Grants access to the taxpayer portal and its data.
    - **Agentforce for Public Sector Community**. Grants access to the Tax and Revenue Advocate agent.
7. Give the community permission set access to the Tax and Revenue data space in Data 360.
    1. From Setup, in the Quick Find box, enter Permission Sets, and then select **Permission Sets**.
    2. Select **Public Sector Tax and Revenue for Community Users**.
    3. Click **Data Cloud Data Space Management**, click **Edit**, select the tax data space, and then click **Save**.
