Not every applicant can complete a public benefit application on their own. A representative can be a family member, an advocate, or another trusted person. In this release, the representative signs in and designates themselves as the representative for the applicant for specific capabilities. Each designation leaves a consent trail. Representatives never need the applicant's password, and they never impersonate the applicant.

Authorized Representative for Benefit Management supports these capabilities.

- Capturing representative identity and consent during the benefit application flow.
- Defining authorization tiers, such as Limited Access, Standard Access, or Full Financial Access, that describe what a representative can cover.
- Storing consent on authorization and consent records, so that agencies can see who consented, to what purpose, and for which application.
- Giving constituents and representatives a Representation view on the Experience Cloud site to see People I Represent and People Representing Me.

## How Authorization Works with Applications

- Applications can proceed even when no prior authorization record exists. The intake itself creates the authorization request for later review.
- Expired or previously rejected authorizations do not prevent a new application submission. Agency staff review existing authorization records during processing. Renewing an expired authorization can happen as part of the application flow.

## Considerations for Authorized Representative

- A representative can submit an application that includes benefits they aren't authorized for. Those sections aren't prefilled from the applicant's records. Agency staff review authorization coverage during processing.
- This release doesn't include a control to grant or revoke access. Authorization records can still carry an end date.
