2. Create a permission set for the Manage Experiences permission.
3. Go to **System** | **System Permissions**, and click **Edit**.
4. Select **Manage Experiences**, and save your changes.
5. From Setup, in the Quick Find box, enter Users, and then select **Users**.
6. Add the new permission set to the managing user’s Permission Set Assignments related list.

The user can now manage the site through Experience Management or Experience Workspaces.
