To make purchase quantity rules available for your store’s products, add the Quantity
Rule related list to the Product object’s page layout.
Required Editions

Click
at the top of the page, then select Setup.

Select Object Manager, and in the Quick Find box, find and select
Product.

From the navigation sidebar, select Page Layouts, and then
select Commerce Product Layout.

From the Commerce Product Layout menu, select Related Lists, and
drag the Quantity Rules related list to the page layout.

Save your changes.
After you enable purchase quantity rules, create and assign them to simple products and product variations.
