To comply with B2B Commerce licensing requirements, make sure that your custom
checkout implementation is tracking orders for Gross Merchandise Value (GMV) and Price Per Order
(PPO). If your cart-to-order process invokes the Cart to Order flow core action or the Commerce
Webstore Checkout Orders Connect REST API, no additional steps are required.

Which
Salesforce Commerce Product Do I Have?
If not, you must implement an Apex method for order tracking. In your custom cart-to-order
process, invoke the licenseCompliance() method from the
B2BCheckoutController class. This method requires you to input the IDs of a
cart and the order created from it. You must use the order entity, not a custom object. The
order’s status category must be Activated.
To verify that your orders are accurately tracked, see View Your Salesforce Org’s Usage-Based Entitlements.
Confirm that the Amount Used column is populated for Commerce Orders Placed and Commerce
GMV.
